Whenever I want people to pick up on the fact that I am messing with them, I will introduce myself as Cornelius. Come on. NO ONE is actually named Cornelius.

I always associated this as calling someone a "Smart Monkey" ... intended to be an insult to ones intellect. You know the Human like Chimp that befriended the astronauts. LOL! First heard it used when they began doing the remakes of the Planet of the Apes movies.
