MEANS: doing something that you don't want another to know about-EX: if you were seeing a person that you didn't want your friends to know, you could say, " I went to see/talk to a man about a horse/dog"

Normally It's used in British films and 'horse' can be 'dog'. Sometimes it can be just used to go to the toilet or just to the hide the fact your off to watch Eastenders. I use it loads.
