"Powder My Nose," refers to the fact that restrooms used to be commonly referred to as "powder rooms" because women use it to check and touch up their make up if necessary. I have never heard it used for cocaine.

I think there is an example of it being used that way in the film Pulp Fiction. Maybe it used to mean doing your makeup and then came to mean having a slash but the allusion to cocaine use is definitely in there.
